If you're family or friend, just ask. Others are ineliglble. Shell accounts are deactivated after two years of inactivity but will be reactivated upon request.

First, you'll need a free Plex user account. All Plex-supplied content is then free to stream.

If you were pre-approved for access to this server,  provide the user name on your Plex account and an account on this media server will be created for that user name. You'll receive an Invite notification to join this server. If you're having trouble finding this server in Plex, select More > at the bottom of the home menu.  Plex uses end-to-end encryption when streaming.
